The Journal of Responsible AI & Ethics (JRAIE) is an international, peer-reviewed, open-access scholarly journal focused on the responsible development, evaluation, governance, and use of artificial intelligence. The journal provides a scholarly forum for research examining the ethical, societal, legal, policy, organizational, and technical questions that arise from the increasing integration of artificial intelligence into research, industry, public institutions, and everyday life.

JRAIE recognizes that the responsible advancement of artificial intelligence requires more than technical performance alone. The primary aim of JRAIE is to advance scholarly understanding of responsible artificial intelligence by publishing research that examines how AI systems can be developed, evaluated, governed, and applied in ways that respect ethical principles, human interests, institutional accountability, and societal values.

Editorial Assessment and Peer Review

Manuscripts submitted to JRAIE undergo an initial editorial assessment before external peer review. This assessment considers whether the manuscript falls within the journal's aims and scope, satisfies basic scholarly and ethical requirements, and is sufficiently developed for independent evaluation.

Manuscripts considered suitable for further evaluation are processed through double-blind peer review, in which the identities of authors and reviewers are concealed from one another during the review process. Each manuscript proceeding to external review is evaluated by at least two independent reviewers with relevant subject expertise.

Reviewers are asked to assess the scholarly contribution, methodological appropriateness, originality, clarity, relevance, validity of the analysis and conclusions, and compliance with applicable research and publication-ethics requirements. Reviewer reports inform the editorial decision, but responsibility for acceptance, revision, or rejection remains with the journal's authorized editor.

The journal seeks to maintain a peer-review process that is impartial, confidential, constructive, and based on scholarly considerations.

Editorial Independence

Editorial decisions are made independently on the basis of scholarly merit, relevance to the journal's scope, methodological and analytical quality, ethical considerations, and the contribution of the manuscript to the field.

The publisher does not determine editorial outcomes on the basis of commercial considerations. The journal does not charge an article processing charge, and editorial decisions are not linked to any financial payment by authors.

Editors are expected to identify and appropriately manage conflicts of interest that could compromise, or reasonably appear to compromise, the impartial evaluation of a manuscript.

Open Access

JRAIE operates as an open-access journal. Published articles are made available online without subscription-based access barriers, enabling readers to access scholarly content immediately upon publication.

Open access is intended to support the dissemination and accessibility of responsible-AI research among researchers, institutions, practitioners, policymakers, and interested readers across different geographical and institutional settings.

Access to published content does not require payment by readers.

Article Processing Charges

JRAIE currently charges no article processing charge (APC) for publication.

Authors are not required to pay an APC as a condition of manuscript submission, peer review, editorial consideration, or publication. The absence of publication charges does not influence editorial evaluation or acceptance decisions.

Any future change to the journal's fee policy will be disclosed transparently on the journal website before it becomes applicable.

JRAIE is committed to maintaining responsible standards of scholarly publishing and research integrity. The journal's editorial and publication practices are informed by internationally recognized principles of publication ethics, including relevant guidance issued by the Committee on Publication Ethics (COPE).

Corrections and Publication Record

The journal seeks to preserve the reliability and integrity of the scholarly record. When a material error is identified after publication, appropriate corrective action may be taken according to the nature and significance of the issue.

Corrections, retractions, expressions of concern, and other post-publication notices should be clearly linked to the affected article and presented transparently so that readers can understand the status of the published record.

Website Technology and Source-Code Management

The journal website is developed using PHP, and its source code is managed through GitHub for technical version control and website-development management.

These technical arrangements support the maintenance and management of the journal website. They are not presented as a substitute for a formal third-party scholarly digital-preservation service. Information concerning any formally implemented long-term preservation arrangement will be identified transparently by the journal when applicable.
